If your friend is playing on a dedicated server all you need to do is click the view game info menu item on your friends list and copy the ip for the server.
Thirdly create a group in steam and use the group voice chat.
Right click and choose open ip paste the ip and press ok.

Another option is to invite your friends when you joined a server.
I just invite my friends to a party and join an empty server you can also make a party and use matchmaking to put you in a server with specified conditions like friends only but as of right now the only way to host your own server is.
