That s most likely the finish on the scope rings and a bit of metal coming from the interior of the rings during the lapping process.
Lapping increases the surface contact between the scope tube and ring and aligns the scope rings.
Slowly move the scope lapping tool back and forward along with a gentle twisting action.
You can also improve the same area by having larger diameter scope bodies or thicker scope bodies.
There s no sure way to know when you re done other than looking and need to clean the interior of the rings for inspection more than once is a possibility.
